Incident Report Description

Notes:
Siyal is very difficult to locate. OpenStreetMap shows 6 different locations with different prefixes so it's hard to know which one is the one referred to in this SMS. I searched Google and Wikipedia without success. Maplandia doesn't contain any Siyal at all.
